Joseph Schippers (Belgian, 1868-1950) Le Vieux Politique, painted 1900, oil on panel.
"La Vieux Politique" is French for "The Old Politics"
Is that a map on the top left? It vaguely looks like Austria-Hungary.
I don't know much about Joseph Schippers other than he seemed to spend more time than your average painter painting monkeys acting like people.
